Deuteronomy 17.19 describes, it is to remain with him, and he is to read from it all the days of his life, so that he may learn to fear the Lord his God, to observe all the words of this instruction, and to do these statutes.
The king of Israel, after his appointment, was to write his own copy of God’s law from which he was to read daily so that he knew what it said in order to do what it said. Today all people everywhere have the possibility to access the Scriptures in a language they understand. Not all can read.
